In October 2021, the Basque Government adopted the 2021-2024 Energy Transition and Climate Change Plan, which sets the climate objectives for 2024: reducing greenhouse gas emissions by 30%; achieving a 20% share of renewable energy consumption; and ensuring the Basque Country’s resilience to climate change.

Under the United Nations Framework Convention on Climate Change (UNFCCC), all Parties shall formulate, implement, publish and regularly update national/regional programmes containing measures to mitigate climate change and to facilitate adequate adaptation, while taking into account their common but differentiated responsibilities and their specific national and regional development priorities, objectives and circumstances.
